Whats INS.? I dunno if I can really travel like a normal japanese passport holder. The overstaying thing want my fault thats why the japanese goverment decided to give me temporary passport. Thanks by the way!

Well, I'm assuming that you're in the US and that's why you have the temporary passport. If you're in the US, Guam is a US possession and technically, you don't need a passport to go to Guam. You only need to show identification.It's not considered "international travel" if you're already in the US.

You certainly might get some extra scrutiny and some questions about the temporary passport, but answer truthfully and it should be OK. Just be sure that the temporary passport is still valid and hasn't expired. The airlines will not let you fly with an expired ID.

Under the VWP you're allowed to go anywhere in the US for up to 90 days. If you've overstayed longer than 90 days, that might be problem when you're leaving the US. They can put you on a list that can ban you for 1-5 years from returning to the US depending on how long you overstayed.
