Budgies feel comfortable on their perches, put the perch as low to the bottom of the cage as possible, that way if he does come off the perch he won't have very far to fall and probably won't harm himself.

Maybe may a nest like birds do and attach it to his perch he may feel comfortable in the nest, maybe use an old cup saucer with some grass clippings etc in it to keep him warm.

Its nice to hear your budgie is 14 years old, try to keep him warm thats very important, always use wooden perches try some different thicknesses maybe he will be able to hang on better with a wider perch.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
