How can a mother that was sexually abused by her stepfather allow him around her daughter?

My 5 yr old stepdaughters mom was molested from age 6-16 by her stepfather. She brings my step daughter around him all the time as she needs them to give her money so she can't avoid them now like she did when she was married to my husband.My husband never allowed his daughter around this man and now after 3 years this little girl thinks "papa" is just wonderful. In court all we could do us get a stipulation that the child us never to be alone with this man.
