How can projects be funded if they cross COG boundaries?

Each project must have an owner so one entity or the other would have to sponsor it. Projects on the State system would have an ADOT leader and would establish the systems and processes to get the job accomplished. More.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
