With a rain gauge and a ruler. The rain gauge is comprised of a graduated glass or plastic cylinder that is set down inside another larger and taller cylinder - usually metal. Then a funnel is fit over the top of the larger cylinder with its tip centered into the smaller glass container inside.An inch of rainfall is recorded for every TEN inches measured inside the inner container.
