You might check with your cable provider and see if they have a digital phone service they can bundle with your other cable services -- particularly if you have good experience with their customer service. Otherwise it's just a matter of shopping around and comparing service and price. Vonage is probably the only real independent option out there.
Things like Skype aren't really the prime-time service yet -- they're more for peer-to-peer. Know the limitations, too: be sure you have a cell phone handy if you want to make calls when the power's out.
