How do you deal with a manager who keeps on changing their mind, thus creating a lot of rework?

If the rework is getting in the way of other work and creating an overall decline in productivity, its time to take it up with someone higher up the food change.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
