After you beat Rayquaza, Alakazam will eventually unlock Luminous Cave in Whiscash's Pond. Once you can leave all your teammates in their Friend Areas, you'll be able to enter Luminous Cave and evolve Sometimes, you need to offer items like a Fire Stone or a Link Cable to evolve. For example, if you're a Growlithe or an Eevee, you need to bring and offer a Fire Stone to Luminous Cave to evolve If you're a Seadra, you need to bring a Dragon Scale and a Link Cable to evolve.
