How efficient are the bulletin boards in governmental buildings?

The notices on bulletin boards are prone to manipulation, insertion, and removal, thus compromising the integrity of the posted notice. For example, unscrupulous persons tear off notices in order to inhibit public bidding on an item. This happens so often that many courthouses are considering installing security cameras to maintain the integrity of the notices.

Furthermore, elderly, disabled persons, and basically anybody with a full time job find it very difficult to manually access the courthouse on a daily basis. In other words, almost all people are deprived of this form of public notice. Additionally, the courthouses are closed on weekends, holidays, and during bad weather.
