I am currently living in PA and soon moving out to VA next week. On the same day of move-out, I am buying a used car from my friend in PA.1.Do I need to register the car first in PA and then again in VA after I move? Or Can I just do it one-time in VA?2.
What documents do I need to submit in such a case where I can just do one-time registration in VA?(since my car would not be registered with my name in PA in that case). 3.As a more general question: what is the difference between titling/registering a vehicle? I thought that titling can be just done between individuals by assigning the slip, but what does it mean to "title your vehicle in the relationship with your state"?

Understanding title your vehicle in the relationship with your state. What I am suggesting is to protect you and the vehicle. That may be abandoned by theft or anything you don't know about it.
On your part, you can be accused of stealing it so you must visit nearby Department of Transportation office and consult how would you go about it. Even if the real owner of that car doesn't care anymore, you should find a legal way to salvage it. Laws may vary from state to state but just read about salvaging vehicles (IOWA) here.

We have lived in Central PA all our lives all family is here and have wanted to move south pretty much my whole life, I love golf and my wife loves warm weather and both of us only get that half a year here so want to go somewhere. First off I am an RN and here in Central PA I own a 4 bedroom house it was 120k and I make approx. $25 an hour.
What I am wondering is if I will be able to find comparable rates in the Cape Coral area (Pay and home prices). My wife saw something on TV about amazingly priced houses in this area and we thought this may be our only chance to get to FL. Also just to add I have always really thought I would end up in NC/SC and if anyone has info on the same information in NC/SC or any other areas in FL or could direct me I would much appriciate it.

Yes, it has problems like everywhere else, but I'll take the sun and heat over the snow and rain any day of the year! We are in Fort Myers, not Cape Coral, but I think if you look you will be able to find a house in that price range. I hear there are some amazing prices on Cape Coral.
I prefer Fort Myers, but just because that's what I am used to. Have only been to CC a few times. I currently don't work, but from what I hear jobs are hard to come by here.
If there's one thing I would do it would be to make sure you have a good, steady job that you know won't fall through. Health care seems to be one of the only things hiring, from what I hear. Schools are not that great down here.
Don't expect them to be anywhere as good as what you are probably used to in PA. I never thought that our school system was that great where we used to live, but after coming to FL, I have realized it was pretty good! I advise people to check out private schools if they can.
They offer so much more than the public schools in my opinion. There are a few good public schools from what I hear, but they offer a thing called school choice here so you may or may not get your children into the school you want, or even the school that is closest to you. It's is truly the craziest thing I've ever seen!
Something to consider if you have children. I have heard that drugs are a problem at some of the schools in Cape Coral, but that is just hear say and I don't have any facts on that. Good luck....we always thought we'd end up in NC or SC to, but are here instead.

My initial thoughts on it:Registration would be done in VA, because that is the state that is issuing the license plate.
You have the registration of a vehicle registered w/ the state to identify your ownership. The registration is transferable as you can remove the license plate and put it on another. (with transfer fees of course)the title and state taxes are going to go to the state of PA; as that is the state that the purchase takes place.
I don't know how that can be done to get the car driveable (legally) at the same time. You can try to search it on Penndot's website dot.state.pa.us/there is a phone number to contact someone/ if you have the time to research it. Good luck on your move.

I used to live in PA, so I have some experience with their vehicle registration/titling process. PA doesn't make it very easy to register or title a vehicle.Do you have one of those independent title/registration places near you? Or can you go to the DMV in Harrisburg.
PA has a lot of those title/registration places because the only other place you can get registration done is at the DMV in H'burg. I'd recommend you drop in for a visit to one of the independent places and ask them your questions. Since the vehicle is registered and titled in PA, you're going to need to start there, and get them to transfer the title to you.
As far as registration goes, there might be a temporary or "in transit" tag they can sell you. You can't drive without a tag of some kind and I wouldn't think the seller would want you to drive on his/hers to VA. I don't think it would be a good idea to show up in VA with someone else's tag and a PA title.
But, after you get to VA, things will be slightly easier. Make suer when you file for title transfer in PA that you give them your VA address so they can send you the title there. When you get it, you'll need to go through the VA registration process (whatever that is).

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
