How will the procurement process work in terms of awarding contracts to multiple vendors during the research and development phases of DPP or FSS?

Six suppliers were pre-qualified for DPP and five for FSS. Contracts will be awarded in accordance with USPS procurement rules. The USPS will use a phased development approach; Concept and Simulation, Test Bed/ Proof of Concept, Prototype Development and Field Test and Evaluation.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
