Call the local inspector's office. Do you want more consistent hours? Quit and find a different job.

You would have to check the labor laws in your state. I believe many states have laws stating a minimum amount that your boss has to pay you for reporting to work; but I am not aware of any rules that say he can't send you home early every day. You might be able to use records of it to support a claim for unemployment compensation, though.
