I have a 3 yr beagle who be outside for the most of the day, he barks continually I walk him in the morning is it bordom or frustration?

Probably a little of both. Beagles were bred to work, not necessarily as companion dogs, maybe he's not getting enough attention or enough exercise. Try two or three shorter walks in lieu of one long one.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
