I have a 6 year old schipperke/chihauhau mix. Even with diet and exercise he doesn't lose weight. How can I help him?

With a fairly small animal, you need to aim for fairly small changes too. If you weigh him by stepping onto your set of scales with him in your arms, his weight change can easily be masked by the uncertainty of the scales. Also, if you're only eyeballing the amount of food you're giving him, odds are that won't be close enough either.
I'd suggest using a decent set of kitchen scales to track how much food he's actually getting. Then, with a good grasp of his weight and his food intake, try again. Give it 1-2 weeks.
If he isn't losing weight, cut another 10% of his food and have another go.
Thank you so much this was really helpful. I will start getting more precise with his food. I normally feed him 2 hand fulls a day and take him on hour or so long walks.

OK then. As you realize, a "handful" isn't that precise, specially if you want to do a controlled reduction. A set of scales (ask around, there's bound to be someone you know who've given up weightwatching that has one to lend you) will be much more accurate that "two handfuls minus a pinch".
You can also try a variation on the "scatter feed" method. It's usually recommended for dogs that gets bored and up to mischief when left alone, but I can't see why it wouldn't work for introducing some activity as well. Take 1/4 of his ration(it is dry food, right?) scatter it all over the kitchen floor, or some other reasonably clean & cleanable surface.
He'll have to chase each single nugget, combining food with activity. For high energy dogs like Jack Russels, Border Collies and such some people even go as far as hiding food around the house. Between seat cushions, on window sills etc to keep the dogs occupied even longer.
