That doesn't necessarily imply a common water heater - more like a common water supply (do you get a separate water bill?) so that when the upstairs people use cold water (like to flush) it reduces the pressure in the entire system - so the hot water continues at full pressure, with less cold. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
