If I get a small pool at home (2000 gallon) do I need to use chemicals or can I just change the water somewhat often?

For the sake of conservation... I would suggest having a small pool filter/pump. The frequent draining and refilling could put a strain on either your water bill or your well pump...plus, the water will often be cold. Maintaining the pool water really isn't too complicated.

Would suggest yes I would suggest that you use chlorine chemicals and get a testing kit. Even changing the water often, there will still be bacteria that could cause health issues.
