I just did this myself last week. Cingular reps told me that once you're contract is expired, you can upgrade your phone and receive the rebate. By new service plan, it usually means new contract, that's all.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
