China, because that is where the people are. I would begin by allowing the formation of political parties other than the communist party. I would draw up a 15 year plan to gradually change to a multi-party system.
I would implement this plan in the villages first so that the rural people could practice representative democracy before it was implemented in the cities. I would do this so that life in the rural areas became attractive. Next, I would develop a plan to control the growth of pollution in China.
I would divert resources to green technology and I would limit the growth of the major cities. Finally, I would change the educational system so that creativity was highly rewarded. I would encourage the arts and innovation in business schools.My goal would be for a democratic China to become the leader of the free world, and the leader in the development of a space faring society.

I would implement alternative fuels (hydrogen-electric, methane, other biofuels) and energy(more nuclear) quicker, and without hesitation, and many other things.
I would do it in the U.S. Because honestly, we're the country that needs to change the most, and because of our countries international influence; we have great international relations. We have to our economic specialty: our export is service; working around; working in; harnessing products; producing and maintaining tools; transporting action, etc. And I would just try to use those noble powers that our great country has, to try to really be fair to the world, ya know, by being tougher on some of our policies, and ways, and that's all I have to say for now.
