Any suggestions? As the question states. I need a 19-23" computer monitor that also has a HD TV tuner in it.720p is fine.

19-23" = waste of money go buy a 32" LCD HDTV for $499, several brands with free shipping I have and use a 32" LCD HDTV and a 42" LCD HDTV on computers, gaming is extremely immersive! I recommend it! You don't want a DVI connection, nor VGA, you want HDMI, all you have to do is get a DVI-HDMI connector, you can buy them online for about 7 bucks each or cheaper, I bought 3 for 6.99 each, cant remember the website though!
