The UN is involved because migration affects their member nations. In the best of times, migration between countries is seen as a balancing of economic labor resources between areas that have excess and those that have the need. The UN involvement is this process is to ensure the migrants are safe and there is an orderly process between nations.
The reality of the modern world is that flight from areas that are dangerous or experiencing life altering natural events needs some international collaboration. Look at the Syrian refugees entering Europe as one example. This is part of the UN charter.
After WW2 the UN was responsible for placing millions of refugees into new homes in Western Europe in the attempt to diffuse or kill off nationalism.
