Bless your heart. The Latin Rite does not "hinder" the little ones my dear. Children in some dioceses are receiving Our Lord in the Blessed Sacrament as young as 5 or 6; depending on their readiness.
One must understand the basic foundations of the Faith such as the 10 Commandments, the Crucifixion, the 7 Sacraments, among other things. Also, first confession is a must. The Latin Rite was THE only Rite until the 1960's .

Once this specific miracle occurs contact your parish priest, who should be able to guide you in having the information sent to the right people I would suggest praying for the Latin Rite church to stop hindering the little children and let them receive Jesus.! Let all pray.
