Law appears to become 'operative' July 2008 I am not certain what the significance of November 9, is. It appears however that the law signed in the summer of 2006 that said a "..person shall not drive a motor vehicle while using a wireless telephone unless that telephone is specifically designed and configured to allow hands-free listening and talking, and is used in that manner while driving. " goes into effect next summer.
