Is it true that once you've won your Oscar, that you have to pay for it? I've heard the Academy bills you later?

I've heard the Academy bills you later... ...to the tune of somewhere between $300 and $400. Does any one know if that's true or not? And if it is true, has it always been that way?

CREATIVE HOUSE, 944 F.2d 1446 (9th Cir.1991) In 1950, the estate of post-mortem Oscar recipient Sid Grauman offered Grauman’s Oscar for sale at a public auction. No Oscar had previously been offered for sale. An Academy representative ultimately purchased the award.....The Academy, in contrast, has never sold the Oscar to anyone.

Before 1941, the Academy did not expressly prohibit recipients from selling or disposing of their Oscars. After 1941, the Academy required recipients to give the Academy a right of first refusal on any sale of their award, and imposed various restrictions on advertising. http://www.law.cornell.edu/copyright/cases/944_F2d_1446.htm Perhaps at one time they charged the winners an engraving fee, leading to the story or maybe it came from the cost of joining the Academy for winners that were not previous members.
