Is there a way in Sun Virtual Box running Windows 7 RC on my iMac to make the OS fill up the whole screen instead of just a small portion?

According to the link shown below, you need to install the Guest Additions for that to work.

If memory serves me you can make VirtualBox full screen by pressing Host + F or Host + G hope this helps.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
