Is there software for XP that allows an Admin to set permissions for what services/software can be run on other UP's?

Two years ago, a student of mine showed me software he had downloaded from Microsoft that allowed one as Administrator to allow/disallow the use of software and the internet for each user profile individually. I have not been able to find it and he, unfortunately, does not remember the software's name and has since gotten a Mac (good decision, IMO).
