For the same reason the term "Paradise Earth" does not appear in the Bible - it's a man-made construct. The name Byblos is Greek; papyrus received its early Greek name (byblos, byblinos) from its being exported to the Aegean through Byblos. Hence the English word Bible is derived from byblos as "the (papyrus) book.
That's why the English word Bible does not appear in any Greek manuscripts. However, the Greek equivalent for "governing body" is not to be found in any of the Greek manuscripts that make up the New Testament. And I am unaware of any Hebrew equivalent for "governing body" within the Old Testament.
P.S. The word "Paradise" as used by Jesus (in Luke 16:19-31) regarding the place Lazarus went to after he died means "Abraham's Bosom" and is an interim place where those who are saved await the resurrection on the final day of judgment. The same Greek word for "paradise" as used by Jesus to the thief on the cross also means "Abraham's Bosom" and is not a reference to Earth (Luke 23:43).
You may be pleasantly surprised to discover that it is in the Bible. See Acts 15:22. In the NET Bible this reads: "Then the apostles and elders, with the whole church, decided..." So here we have what?
A body of older men. What are they doing? Governing.
So to re-cap: We have a governing body. The expression is so close that the Greek words may even be paraphrased as "governing body." Edit: Dark Storm has unwittingly supported this reasoning.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
