JSTL fmt library throws 500 error, requires sessions enabled?

I have recently run into the same problem, where JSTL code insists on setting a session-scope attribute to keep track of character encoding. Because I want my application to scale to large numbers of concurrent users, I am avoiding servlet session creation entirely.
