Maple tree,i can see that scale is on the bark , small white dots, also bark is peeling away?

You can try horticultural oil which are specially formulated mineral oil. They fill the spiracles (air holes) of the trees and suffocate the scale (and aphids, mites) before they can emerge.

Dormant oil have a high phytotoxicity (they kill leaves) so use them before the maple awakens.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
