Sounds like a seized fan motor Sitting out in the weather kinda does that to those units. The fact that it's humming means that it's getting power but since those motors are very low horsepower, it doesn't have the strength to turn. One thing you can try is to shut the unit down and try turing the fan by hand.

You don't have to take the unit apart, just use a stick or screwdriver to physically turn the fan and see if it's free. If it feels tight but you manage to get it turning a little, at that point turn the unit back on and see if that's enough to loosen the bearings. Either way, you may want to plan on a replacement of the fan motor, which isn't too expensive..

Thats what I think as well - the condenser has died. It might be costly, depending upon your location - but there are a lot of businesses right now that are giving discounts for this type of work because of the lousy economy, so shop around! And you WILL save money on your electric bills once you replace it with a new energy efficient model.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
