Dogs normally do this to greet dominant personnas. Id say the person your talking about has a dominant personality, knows how to act like a top dog, knows how to treat and train dogs. Don't be offended by it become the top dog and your dog won't have to search elsewhere for the stability of a top dog.

Dogs desire and need a pack leader and if there not provided with one by you they will either look elsewhere if they are a naturally submissive dog or they will become the pack leader themselves.
