Your lease says yes to pets ON APPROVAL, which means he can say no to your puppy. Which also means you should have asked the landlord before you got the puppy to get approval. I'm sorry to say its legal, you can either break your lease pay whatever penalties and move with your puppy, or you can stay and give up the puppy.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
