My neighbor wants to take me to court, because my dog scratched his car, what can I do to stop him?

This certainly seems to be an odd situation, if you have admitted liability and offered to pay for the damage, I can't imagine what his problem is. What does he suppose taking you to court is going to achieve over and above getting his car fixed? Do you have any previous problem with this guy, is so maybe he is out to prove a point.

I would try one more time to settle the issue out of court, write to the guy ( and keep a copy) admitting once again that your dog was responsible, asking him to obtain estimates for the repair and telling him that you are willing to pay. If he still insists on making a mountain out of a molehill, don't be too concerned about going to court. You will be given your opportunity to speak.

Tell the court quite calmly that you have already admitted liability and offered to pay for the damage on several occasions, including in writing, which you have a copy of (don't forget to take it) and that you cannot understand why he is wasting the courts time by insisting on bringing the issue before them. Explain that you have done everything that anyone could reasonably be expected to do to rectify the matter, but he does not seem interested. You will look like the reasonable party and he will look like the idiot he is.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
