It could be a thyroid problem My miniature dachshund had the same thing and when I had him tested he was positive for thyroid. The first sign is hair loss on the ears and neck. They will also gain weight.

Take her to the vet and ask for a thyroid test to find out. If it is positive she will have to go on medication to get straight. It took some time and trying different dosages but my boy is looking so much better now then he did.

I adopted him from the pound and he was a walking flea, so at first thought that his hair loss was from soooooo many fleas. But I got rid of them right away and his hair never came back. Hypothyroidism is very common in this breed, so talk to you vet.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
