As you point out, the CFTC has to take action on this. Obama has no direct authority over this agency, which has it's governing commissioners appointed (with Congressional approval) by presidents, but the presidents have no supervisory authority over them, either directly or indirectly. Now, if I was Sanders, I'd look into what kind of legal action can be taken for them ignoring a very direct and specific law that was passed and signed.
Other than appointing more aggressive commissioners as the staggered five year terms expire, which the obstructionist Congress still has to okay, there isn't much Obama can do to them, unless it's something like having the Justice Department open a criminal investigation, which would be wildly radical, considering they are an independent agency specifically to avoid political pressuring.
You know the right would howl and call him a communist... it would probably cost him and dems 5 points in the midterms... beyond that opec would probably just flip out and reduce supply driving up prices more just to spite him and all the people would see is higher prices at the pump after "Obama did that communist thing" hard to beat a monopoly that's based outside of the nation.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
