They do it because in some situations like merging on the highway you might need to accelerate very quickly to avoid an accident. If the car maxed out at 80mph then the acceleration would be very sluggish. Secondly it bad for an engine to opperate near 100% throttle for long periods of time.
Your engine will last longer when it only has to operate at 50-60% to maintain highway speed. Also, I doubt your car goes 160. Although the speedometer may say 160, it's mostly just for aesthetics.
Most cars max out around 115-120. Unless you happen to drive a corvette or mustang GT, or Porsche or something. Then it might go 160.

It's the most frustrating thing, because it takes all afternoon to get up to speed, then when you come to a hill, you can't even maintain the speed limit. You are also thrashing the engine just to drive normally. So cars have a decent amount of power, more than the bare minimum needed to get to the speed limit, and then they have higher gearing to get fuel economy.
Combine those things and you have a car that can do over 100 mph. It's possible to put electronic speed limiters on vehicles, and many modern ones now have them. But if you set them at the speed limit, first you create a safety hazard as it will kick in 1/2 way though a passing manoeuvre, leaving you stuck on the wrong side of the road with no power.
And secondly, no one would buy the stupid things anyway. So they are usually set to some higher speed, that you certainly shouldn't be driving at anyway. Most new Japanese Domestic Market cars are speed limited to 180ks now.
But yes, if you get caught driving that fast here, your licence is suspended on the spot, they impound your car and you get to explain yourself to the judge.
