Specifically, the failure of the existing tunnels could affect Wilmington Drain, Machado Lake, and the Los Angeles Harbor, the only alternative discharge locations for JWPCP effluent.

Also, effluent from the Terminal Island Water Reclamation Plant (TIWRP) could potentially be conveyed through a new tunnel/ocean outfall, thus removing the discharge from inside the breakwater in Los Angeles Harbor. More.
