Should we ban marriage for disabled and disfigured people too?

Sometimes the sperm ad egg by themselves are fine, but both have a recessive gene (eg heamophilia) and the kid gets that. Sometimes there is a problem during cell division. Also best sperm doesn't mean best genes, best sperm means fastest sperm.
