Upon what did Paul base his charge to Timothy in 2 Timothy 4 verse 1?

The charge to Timothy is in verse 2. The charge was made "before God, and the Lord Jesus Christ. " Paul adds that Jesus will "judge the quick (those alive) and the dead" when He appears again at s second coming The question doesn't seem to be in regards to the charge for Timothy.
