Are you sure that you have the app. Config in its place and you have opened the service host? The issue must be in that.

And windows service has no role here, check it with wcftestclient and also try to view the wsdl (if enabled) in web browser.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
