Interference.... An antenna picks up a signal broadcast through the airwaves... The stronger the signal, the better the reception. If you have a house with brick walls, or cement in the walls, this will act as a damper and will result in a weaker signal downstairs than upstairs... Also tin/aluminum roofs may cause an issue. This is like sticking your head out the window and you can see the sun, go in the basement and you can not see the sun very well.
You may be able to get that station with a "signal amplifier". You may not be able to get it at all down stairs. Have you tried to contact the FCC service program.

You can also look up your area on the web site by simply entering your address. You can do just your zip code, but the info will be more precise if you enter your street info. fcc.gov/mb/engineering/maps/ Also on this site you can see what direction the channel is being broadcast from.
You may need to place your antenna closer to a window or by the wall the signal will come from. Some times you just do not get all the same channels no matter what you do. There are many possible reasons for this.

4 a) you are splitting the signal, some splitters do not put out an equal strength transmission. B) you are using a very long cable to run to the first floor, May (not likely) have some tiny damage that interferes with the signal for that station. C) there is no straight answer... this may be a fluke or just some annoyance.
Are you using a cable that screws onto the TV downstairs or does it just push over the threaded end? If you have a push on, you may be using a low quality cable. May just need to replace that.
