Depending on what you trying to collaborate and what type of funding is available there are different options. If you already have a Microsoft 2003 or later server Share Point Services is free. It allows document check in and out.It allows for calendars, libraries, and different security setting for groups and individuals.

Microsoft Groove allows for collaboration much in the way share point does except everything is enclosed in a client software package. Groove allows for easier chat while share point uses live messenger to enable chat. There are other Content Management Systems like Joomla and Drupal which are free.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
