I'm not sure about South Korea, but you'll definitely want to look for a Japanese Consulate General near you. Japan has great programs for international students. MEXT is the ministry of education, culture, sports, science and technology in Japan.

They offer scholarships and all kind of help for students planning on studying in Japan. Here in Quebec they offer a program that covers not only tuition but also the majority of the cost of living in Japan while studying. Hope this interests you!

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
