I think it probably provides a bit more transparency I'm sure people still scam, and lie about what comes in, but in general I think it means that things become more transparent and monies are more traceable. Therefore I think it's a good thing that campaigns are publically financed. Sources: My opinion .
I don't think it solves the problems The problem isn't how much money politicians spend, the problem is that: Spending more money wins elections. This is a very damning statement about the reasoning ability of the average voter. The dollars are out there to be spent.
Because of #1, politicians will take every dollar they can get their hands on, either directly or indirectly, to try to get into or stay in office We now have "career" politicians. In my opinion, government works better when people come from outside careers, go into gov't for a limited time, to push issues they are passionate about, then go back to the "real world". Instead, we have career politicians that will say or do whatever it takes to stay in power and they all start to sound alike, after a while, because they all have the same background experiences.
I think we would get much more "bang for the buck" by first fixing issue #3 with term limits. When politicians are are there for a limited time, they are more likely to push a clear agenda that they personally believe in. This makes it much easier to see what each politician will do, evaluate it's impact on us personally, and make lucid decisions on who to vote for (effectively fixing #1).
#2 is much harder to solve. The $ are out there and they will find a way to be spent for personal gain. I think fixing this requires a whole host of "good governance" laws to avoid corruption.
This one is hard to fix, though I will argue that term limits will help, as politicians don't develop career long relationships with companies. Without addressing #2, all public elections financing will do is push more $ into other forms of campaigning, such as political action committees and national party campaigning (ads run by the DNC and RNC, or their affiliates). I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
