I think it depends what is under the wall paper. If the underlayment is drywall, then scoring the wallpaper with a Papertiger ( zinsser.com/product_detail.asp?ProductID=20 ) and then spraying on the enzyme like Dif ( zinsser.com/product_detail.asp?ProductID=18 ) and scraping it off is easiest.
