That's higher than the national average of 9.4% While I'm not personally familiar with Brownsville, I have heard in general for the US that college educated persons have lower unemployment than non-degree holding individuals. Brownsville might have relatively high unemployment numbers if its local economy is mostly dependent on jobs not requiring college degrees.
