What's the best/strongest cleaner for toilet bowl stains that won't come off? (And is bleach safe for toilets?)?

It's a toilet that we never use. However, the previous cleaning lady poured mop-water into it weekly and apparently never cleaned it. I didn't know until now, and there are black stains that won't come off with the standard toilet cleaner and brushing.

If you have a lime deposit problem it is not a good idea to use bleach as this seals the lime to the porcelain! Use bleach only after the lime a way treatment! What will clean it depends on what it is. Yes bleach is OK to put in the toilet bowl, but not in the tank for any length of time because it can damage seals and other internal parts over time. Also if you have a septic system don't use excessive amounts of bleach because it will kill the beneficial bacteria that make the system work.

I would start with bleach and dish soap to remove and grease, grime, and general dirt, then I would flush that out and add vinegar to remove hard water deposits that are porous and may hold some of the grease and grime. If that didn't remove it all I would try some ironout to remove any iron that the vinegar didn't remove. If that doesn't remove it then there are acids you can try, but I would consider just replacing the thing you can get a good toilet for $100 and some for just over $50 but you may need to replace the flush valve to get good operation with the real cheap ones.
