Hard to believe. How do you know he is homeless? Since when is waving to somebody against the law?

He made a comment to you (Not against the law) that was "hi baby" that is not against the law. So you want us to believe that you are upset about this guy parking his car on a city street, he sets in his car (doesn't approach anybody) and waves and makes comments to women, but you approached this guy, asked to see his DL which he gave you and allowed you to take a photo of it? Then you are not to worried about him are you because that was a pretty dumb thing to do, he could have pulled you into his car don't you think?

You can call the police on him if you want, and if they do come you will have to be there to make an official report with them, and to give the officer a positive ID of the man. But if he has no record (warrants) probably not too much they will do because setting in a car may be suspicious but not illegal.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
