Makearps tries to use suitable compilation options by determining the system type as one of IBM RS/6000, Cray, Sun, DEC Alpha or an undetermined UNIX system. It's possible that the compilation options prespecified in makearps are not compatible with the system version that you are using. In this case, you need to modify the options by editing makearps.
