When I went back to talk to three dog after the washington monument, the door to GNR is locked so I cant get back in to talk to three dof?

Try talking to the intercom next to the door to GNR, it might say something about you needing to clear the area of enemies before being allowed in, or maybe they'll just unlock the door after talking to the intercom. If that doesn't work, there is another entrance or two into GNR, but they might not be possible to get to from ground level.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
