IF he is a carer, then his employer will - I've no doubt - have him driving on their insurance so his own personal cover is a moot point. In fairness, I obviously don't know how 'the system' works between him and his employer but if I use one of our company cars or one of our trucks, the company provides insurance for me to drive them irrespective of my own insurance status. Exactly the same cover is granted if I decide to make the journey on one of my own motorbikes (as bikes are normally much quicker in traffic) - when on company duties, I get company cover.

I have that in writing. If, as a carer, you have to provide your own transport AND insurance, then it's my guess that he tried to pull a 'fast one' and insure himself for commuting and pleasure and not using it for work - saving some £'s in the process. Then, when getting pulled, he says he's working?!?!
